JOB FUNCTION: Responsible for accurate and timely processing of full-cycle payroll operations and providing accurate financial information. Most of the employee’s time is spent planning, coordinating and managing the functions of the payroll department.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Following established internal policies and procedures, compile, compute, audit, and post payroll data for bi-weekly payroll, including, but not limited to base pay, overtime, hours worked and PTO hours
- Ensure that payrolls and related tax reports are processed accurately and timely and in accordance with the labor contract.
- Maintain payroll records, including filing. Create/ update/ maintain a payroll policy manual that includes all procedures and related policies.
- Process payroll taxes, garnishments, and other deductions as well as direct deposits.
- Reconcile payroll reports to payroll data and provide a Payroll Summary to the CFO on a bi-weekly basis.
- Review the accuracy of all payroll-related withholdings and ensure timely payment to the appropriate agencies.
- Reconcile monthly State tax reports and submit payment. Compile reports such as federal and state annual withholding tax and W-3 transmittal forms.
- Supervise the preparation of annual W-2 forms and related reports. Working with Human Resources ensures that forms 1094-C and 1095-C are prepared and mailed in a timely manner.
- Provide Benefits Manager with a Benefits Exception Report for review prior to processing of payroll.
- Responsible for the coordination of efforts between Payroll, Human Resources, Finance, Pension, Operations, and other departments to ensure proper flow of information.
- Explain payroll practices during new hire orientation.
OTHER DUTIES AND RESPONSIBLILITIES:
- Answer pay related questions and investigate concerns then follow up with employees to bring resolution. Liaise with other departments to get information or provide feedback.
- Be able to understand, interpret and apply the portions of the union contract that apply to pay.
- Assist with special projects as needed.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree in business administration, Accounting or a related field required. Overall work
experience may be considered in lieu of advanced education. CPP certification preferred.
Other:
- Minimum 5 years' payroll experience.
- Strong knowledge of federal and state and local payroll regulations.
- Ability to communicate effectively, both orally and in writing, is critical. Should be comfortable working with all levels of management as well as Union leadership.
- Should possess excellent interpersonal skills (both verbal and written) and be able to handle confidential matters with sensitivity and calm.
- Proven decision-making, problem-solving and analytical skills and high attention to detail and accuracy.
- Must be a self-starter, be self-motivated with a can-do attitude and able to work independently as required as well as be a team player.
- Must demonstrate willingness and ability to provide world class customer service to both internal and external customers with a service-oriented attitude, representing the company in a positive and professional manner.
- Must be able to always maintain confidentiality without exception.
- Strong PC skills including proficiency in Excel and should be skilled in letter and report composition, demonstrating proficiency in grammar, spelling and punctuation, and accuracy.
- Requires ability to handle numerous activities at one time and move between tasks. Able to organize tasks in accordance with company and department priorities and complete them efficiently and on time.
- Must be willing to comply with the Drug and Alcohol Policy.
- Regular and consistent attendance is required. Must have the flexibility to be able to extend work hours up to 40 hours per week as needed.
- Must always comply with safety and COVID protocols.
Environment:
- Extensive sitting is required while using office equipment such as computers, phones, printers, or fax machines.
- Some standing and walking during a normal workday will also be required as well as bending, stooping, kneeling, and crouching.
- Most work will be performed in inside working conditions but should be able to tolerate changes in building environments such as with or without air conditioning or heating.
- May be required occasionally to move up to 20 pounds by lifting, carrying, pushing, pulling or otherwise repositioning objects.
- Fingering and repetitive motions will be required for data entry, while picking items up or while filing.
- Able to express or exchange ideas with others accurately and at an easily audible volume using spoken words. Able to receive detailed information through oral communication or by phone at usual speaking levels and differentiate between sounds in the environment.
- Close visual acuity to perform detail-oriented activities as well as acuity to perform activities at or within arm’s reach with skill, control, and accuracy such as preparing and analyzing data, viewing a computer screen or for significant reading of documents and other materials.
- The noise level in the work environment is usually moderate or quiet.
